Javier is an NPC added in the Quest Update. He's resides in Pirate Town or Pirate Island.

Javier can be found on the middle level, at the western end of the ravine where the Pirate Town is located.
Personality
Javier has the classic swashbuckler attitude, complete with giving his partners, who did most of the work, only 1 emerald for braving the high seas and sunken cities. He is a greedy little annoying person, and inadvertently sunk an entire city and caused a mansion to decay for years just for more treasure.
