Olivin is an NPC who can be found in Selchar. He begins the The Envoy Part I quest by introducing the player to the island province of Corkus.

Olivin is located in front of the fountain, at the center of Selchar. Upon climbing up the staircase, you should see him standing there with his mech.
Dialogue
Before Quest:
Olivin: "Mo'in traveler, have you heard of Corkus? The new province, filled with machines!"
Olivin: "If you were level 83, I would let you come to Corkus for free! Come back then!"
After Quest:
Olivin: "Mo'in! How was Corkus?"
Olivin: "Magical I assume."
